Normally proxies do not need to know of each other: the domain part of
the request URI may be used to find the appropriate registrar via DNS
for out-of-dialog requests.

Not sure about OpenSER, but in CommuniGate Pro the request URI is
processed by the server Router module much like a regular e-mail
address. You should be able to test routing on the WebAdmin -> Settings
-> Router page using the Test Address function in the Signal mode.

By default URIs are routed using their domain parts first. If the domain
part is not routed to any local domain, that domain name is looked up in
DNS and the request is relayed to the resolved host (according to SRV
and A records in DNS). If the domain part matches a local domain, the
user part of the URI is looked up in that local domain as an account,
group or forwarder (the latter can point to another URI on another server.)
