I second Dale's approach to send back MESSAGE to state the 
warning/failure/status text but I feel this UAS should not assume dialog to be 
there (unless MSRP). UAS should send MESSAGE to UAC on new dialog using 
contact, RR etc. etc. of received MESSAGE (from UAC).
