That is not true...

12.1 Creation of a Dialog

   Dialogs are created through the generation of non-failure responses
   to requests with specific methods.  Within this specification, only
   2xx and 101-199 responses with a To tag, where the request was
   INVITE, will establish a dialog. 


Intuitively, I would say that a to tag in a 100 response
should probably be ignored (though I can't find any text that
says this).

You don't ignore the 100 response, of course, you just ignore the
to tag of the 100 response.

To tag in 100 Trying should not be there. Sending to-tag would create a
dialog. You may send it in 18X message.

Can somebody please let me know  if it is mandatory to add TO tag in 100
trying message sent(initiated) by Proxy to UAC (assuming UAS does not
respond with 100 trying) .
