If a SIP agent generates a 2xx response to a request, it is acting as
a UA (in regard to that request).  So in a trivial sense, *all*
SUBSCRIBE requests are sent to UAs.

In practice, most SIP phones will generate dialog events if they
receive a SUBSCRIBE for them.  In a proxy-based world, only the phone
knows what dialogs are terminated at the phone, anyway.
