I think this is probably less of the case for a pure IMS network 
implemented with CSCF servers and voice mail as an application server 
(AS).  Reason being, for the SIP signaling to be routed to the voice 
mail AS, the S-CSCF server must evaluate an initial filter criteria 
(iFc) indicating the call should be forwarded to the AS as opposed to 
another subscriber.  The trouble with this is, the allowed structures 
for the iFc do not make this easy, on the grounds that, each iFc would 
need to be "tuned" to each individual user, i.e. look for To URI equal 
to the subscriber's public ID (aka SIP URI).  The filter criteria are 
actually intended to be part of a service profile, which may be applied 
to multiple (read as hundreds) of subscribers to simplify management and 
addition of new services and applications.
