In session refresh and call hold cases you have to send a re-invite which
already has To tag
and which is already different from initial invite request.
So now there are two possibilities
1. Two re-Invites differing only in CSeq.
- Always possible. without giving a second thought.
2. Two Initial Invites differing only in CSeq.
- I was asking the possible scenario for this case. I am not able to
think a possible scenario.
