I agree, technically, a Refer-To can contain a tel URI
however the equipment receiving the Refer-To might not
be able to use it.

It might be safer to use a SIP uri with user=phone.
See RFC 3261 section "19.1.6 Relating SIP URIs and tel URLs".

Attila

Sure:

http://www.tech-invite.com/Ti-sip-abnf-hf.html#Refer-To

Refer-To  =   ( "Refer-To" / "r" ) HCOLON ( name-addr / addr-spec )
   *(SEMI refer-param)

name-addr  =   [ display-name ] LAQUOT addr-spec RAQUOT

addr-spec  =  SIP-URI / SIPS-URI / absoluteURI

absoluteURI  =  scheme   ":"   ( hier-part   /   opaque-part )

scheme  =  ALPHA   *( ALPHA   /   DIGIT   /   "+"   /   "-"   /   "." )

;)
