Maybe interworking *is* compromised, but this this situation *shouldn't* 
compromise interworking. The UAC should just report what it is told. If 
it is told BUSY, then report it, etc.

The only interworking problem is that the UAC can't accurately report 
"DND" to the caller. This is only because there isn't one DND, but many, 
all useful. The real problem is thinking that there is *one* DND.
