hi,

Rfc 3840 says that if any feature tag is not present in contact header,
indicates that particular UE may or may not support that feature tag.

But in the example given in rfc 3841,
methods = "INVITE,OPTIONS"     and     methods = "BYE" does not match. 

Is (What ever rfc 3840 says about feature tags) it not applicable to
feature values present inside quoted strings?

If not applicable, meaning the absence of BYE in the first methods
implies it does not support BYE, then what is the need of negation for
values, 
as both (absence and negation) indicates same.

ex: events = "!presence, msg-taker" (given in rfc 3840)

Please clarify my doubt.
