Hi,
RFC3265 states that "Subscriber must be prepared to receive a
NOTIFY before 2xx for SUBSCRIBE", in which case NOTIFY actually creates the
dialog at the UAC (and other stateful proxies which received the messages in
out-of-order)
Also REFER creates a implicit subscription within which a NOTIFY can be sent.
Barring the above two conditions, is NOTIFY by itself a dialog creating
request?
