Technically, all UAs must support CANCEL. But due to the possibility of race conditions, the UA doesn't have to take any action when it receives a CANCEL (other than respond to it with 200). The problem is, when I send an Invite to the UAS and a CANCEL immediately, I expect a 487 for the INVITE. You should receive a final response to the INVITE "fairly soon". If it's a 487, then you successfully canceled the INVITE. If it's a 2xx, then the CANCEL arrived too late. Only the final response to the INVITE tells what happened.
