Whether 481 SHOULD/MUST be returned to the OPTIONS is one question.

Whether that triggers subsequent requests/responses to terminate within 
the dialog is an entirely different question.

Taking OPTIONS in the context of the subsequent elaboration of dialog 
usages, I think that it is definitely not part of any dialog usage. So a 
481 received for it should not imply the ending of any particular dialog 
usage.

The only relation to other dialog usages I see is via the following logic:
- if I receive a 481 to OPTIONS then there must not be a dialog
- if there is no dialog, there must not be *any* dialog usages
- if I think there are dialog usages, then I must be mistaken

The first step is the fuzzy one, since 481 can mean multiple things. I 
think it must mean that because OPTIONS isn't part of a usage, so it 
can't mean that the usage is gone.
