Unlikely I think.

In the SDP you sent, there are 316 bytes and each line
in the SDP is terminated with CR LF and that includes the
last line.  So the SDP body is 100% OK.  The Content-Length header
has been filled in incorrectly.  It's as simple as that.

If you are experiencing different results in different
scenarios, then all I can think of is that each test is using
different UAs - one UA is fussy about content-length and the other
is not fussy.

I looked in ethereal/wireshark.

I "counted" the number of bytes in the body (I selected "View" then "Packet 
Bytes", then noted  the start and finish of the body.
  start at 0258 and finish at 0394
  0394 - 0258 = 13C   - which is 316 in decimal)

1. the content length doesn't match the length in the body.
2. the "Incomplete body" text means that it's expecting more
   bytes than are in the body

Isn't the Content-Length of the request wrong?

The SIP message says "Content-Length: 317",
but the message body is 316
