Suppose
UAC sends INVITE and UAS responds with 100 Trying.
1) Now, if UAS wants to terminate the dialog, should it send CANCEL
or 487 Request terminated?
2) Similarly, if UAS has send 180 Ringing also and then wants to
terminate the dialog, should it send CANCEL or 487 Request terminated?
[MSW] *Only UAC* can send CANCEL, UAS cannot. If UAS tend to terminate the
call-under-setup then it can send appropriate failure response like 487.
So, in both of your case, UAS may send 487 or any appropriate failure
response.
