I don't think it's required to have Event header in REFER, I think you'd better not put it there.
Since as per RFC3515 sec 2.4.4 "The implicit subscription created by a REFER is the same as a subscription created with a SUBSCRIBE request. " The subscription is *implicit* created, not using subscribe specifying event of interest. "REFER is the only mechanism that can create a subscription to event refer. " As shown above, there's no need to specify Event header. On call transfer case, please check draft-ietf-sipping-cc-transfer, REFER in Figure1 F3 does not have Event header.
