Generally, concurrent transactions is allowed in SIP. There's some cases that you cannot do it. i.e., Send INVITE when there's another pending invite transaction sent/received. RFC3261 14.1 UAC Behavior Note that a UAC MUST NOT initiate a new INVITE transaction within a dialog while another INVITE transaction is in progress in either direction.
