Generally, concurrent transactions is allowed in SIP.

There's some cases that you cannot do it. 
i.e., Send INVITE when there's another pending invite transaction
sent/received.
RFC3261 14.1 UAC Behavior
   Note that a UAC MUST NOT initiate a new INVITE transaction within a
   dialog while another INVITE transaction is in progress in either
   direction.

Is it possible that in the same dialog or call, two open transactions
exists.

e.g.

 

Dialog is established and now the UAC sends  INFO and before it gets
final response for INFO, it sends UPDATE also.
