     As per ABNF grammar mentioned in RFC 3261 that Timestamp header can 
contain value 0 but no negative value

Timestamp = "Timestamp" HCOLON 1*(DIGIT)[ "." *(DIGIT) ] [ LWS delay ]

delay = *(DIGIT) [ "." *(DIGIT) ]

DIGIT = %x30-39                                   ;0-9
