Just about it, note that what I've decided is to terminate a transaction is I 
recive a **retransmission** from a different IP:port. 
Note that I'm just talking about transactions and not about dialogs. I'm sure 
that if a device changes its IP during a dialog and during a transaction it 
won't have problem if the transaction fails and it must generate a new one.
