It's definitely ok for UAS to send mid-early-dialog to UAC.
One scenario, I can think of is UPDATE to update early dialog session.
Check RFC3311 sec 5.1

Subject: [Sip-implementors] in-dialog request from UAS to UAS during
anearly-dialog?

Hi, a UAC can send in-dialog request to the UAS during an early-dialog:

UAC                         UAS
-----------------------------------
  INVITE --->
                   <-- 180 (INVITE)
  INFO --->
                   <-- 200 (INFO)
                   <-- 480 (INVITE)
  ACK ---->

But, can a UAS send an in-dialog request to the UAC during an early dialog?

UAC                         UAS
-----------------------------------
  INVITE --->
                   <-- 180 (INVITE)
                   <-- INFO
  200 (INFO) -->
                   <-- 480 (INVITE)
  ACK ---->

Does it make sense? is illegal?
