I'd really like to read in RFC3261 (or some draft fixing it):
Any 101-191 response (that MUST contain a "To tag" by
definition) establishes
an early-dialog so it MUST include "Contact" and "Record-Route" headers.
Life is happier when reading "MUST". :)
