It's required to asociate transactions with their corresponding dialogs (the 
same UA could establish various dialogs/sessions with other UA, and a BYE 
should terminate just one of those dialogs).

Note: RFC 2543 didn't make mandatory the usage of From and To tags. 
Afortunately this behaviour has become mandatory.
