Yes, it would cause media flow to cease for that particular stream.

AFAIK, setting port to zero is normally used only when there are multiple
'm' lines in the offer and you want to reject certain 'm' lines in the
answer. If all 'm' lines need to be rejected, then normally 488 response is
sent.
