I feel like B2BUA should offer g729 as it's ( as B supports g729)
preferred codec anlong with any other codec B support, then let C decide
which one to answer.

        As per your call flow B supports g729 not g711. So, even B2BUA
can try ot make call to C (INVITE without SDP ), C could offer g711, but
B may not answer with g711 as it supports g729

        yes u r rite that B2BUA will do transcoding , but my scenario is
As call Bs, As Refers Cs; A-B is G711U-G729 and B-C is pass through
(G711U)

g711 to g729 and
                vice versa?
                If B2BUA doing the transcoding, then it can send call to
