It's hard to say because it's purely an implementation issue if the
calling phone generates ring tone upon receipt of a 180.  So first you
have to verify that your particular calling phone actually generates
ring tone upon receipt of a 180.  OTOH, you can use that working example
as a comparison for your non-working example...
