REGISTER can have multiple contacts - this is used in the cases where you want to register at multiple locations with same AOR
Responses for INVITE may have multiple contact addresses (For example, 3xx responses ) in which case, the proxy can try multiple contacts before it would give up.(408 or latest received 4xx, 5xx, 6xx response is sent to caller) The proxy must try in the order of appearance of the contacts subject to the descending order of contact with highest q= value.
