I do NOT think you need handle expires header in provisional resp, The meaning of expires header is not well-defined.
And RFC3261 does not say you need update C timer based on expires header. In sec 20.19, it just say The expiration time in an INVITE does not affect the duration of the actual session that may result from the invitation. So my gut feeling is you just need to ignore this header for better interop.
