Just a clarification .. We can also include a=rtcp:<port> IN IP4 <rtcpAddr> 
in order to specify different rtcp port ( which may be other than rtp + 1 ) 
and rtcp address.

This is in accordance with RFC 3605

Yes you are correct,The actual RTCP report will be sent to the next
higher port number,I have just mentioned there what will be in the
syntax,but the actual interpretation will be like what you said.
