If a proxy receives the request with Max-Forward value zero, the RFC states that it needs to rejected with 483 Too many hops and the element must not foward the request. What would be the expected behaviour if a registrar receives the REGISTER request with Max-Forwards value zero? Does it need to honor the request or reject it?
