The registrar should support legacy 2543 endpoints (i.e. phones). It only has 
to do this on the server transaction because presumably it would never generate 
a request w/o a branch id. Its not that hard.

Reject it with "403 Please upgrade you terrible and out-of-date SIP stack".

Mantaining backward compatibility should end someday. Any SIP stack based on 
RFC 2543 should dissapear ASAP.
