Syntactically both of the below seems to be correct, and when receiving
the SIP message containing the header both formats should be supported.
However when sending the header would suggest to put
reason=unconditional and privacy="off" as mentioned in the examples
given in the above draft.

The question is about the quotes around the unconditional and the off
values.

Are they allowed or not?
