Yes it is possible. 
Section 13.2.1 of 3261 says
 
        o  The initial offer MUST be in either an INVITE or, if not there,
         in the first reliable non-failure message from the UAS back to
         the UAC.  In this specification, that is the final 2xx
         response.

It should be the capable ones. Not sure.

3261 says, offer should be in reliable non-failure message (200 OK).
However, offer is possible with 100rel I think. Using this extension,
provisional messages are treated as reliable. It is defined in RFC 3262.
