The ambiguity is known. Section 7 of the following draft is supposed to help
with the understanding:
http://tools.ietf.org/html/draft-ietf-sipcore-info-events-05.

The following draft does a good job complaining about rfc2976; it was one
of the drafts which led to the SIP/SIPCORE working groups trying to fix rfc2976:
http://tools.ietf.org/html/draft-burger-sip-info-02.
