Hi,

As per RFC 3261:

4XX response are generated for any clinet error.
For ex: 404 Not found: user requested not available.
        415 media type unsupported: SDP contains media information that
is not supported by UAS.
        407,401: Autorization related challenges.
        416: Req Uri too long: Length of Req uri is not supported by
UAS.
        .
5XX response are generated if there is any server error:
For ex: 503: Serviec unavailable: i.e. server is not able to process
request.
        Etc.

6XX response are: Global failure. I.e the request. Response can't be
processed any where and hence needs to be terminted:
For ex: 600 Busy everywhere: This indiacted all the UAC where user is
logged in are busy.
        603 decline: Caller machine was contacted successfully but user
declined the call and can't be processed further. 
    Etc.


You can refer to section 21.4, 21.5 and 21.6 in RFC 3261 for complete
details.
