The consensus is that an escape sequence is equivalent to the unescaped
character for all purposes (except in contexts where the unescaped
character may not appear).  See, e.g., RFC 3261 section 19.1.4, item 4:

      o  Characters other than those in the "reserved" set (see RFC 2396
         [5]) are equivalent to their ""%" HEX HEX" encoding.

So one would expect that in response values that have to be "the same
as" a value in the request, that the two values MAY differ in
non-required escaping.
