Hi Elison,

The absence of an Allow header field MUST NOT be interpreted to mean that the 
UA sending the message supports no methods. Rather, it implies that the UA is 
not providing any information on what methods it supports.

Refer RFC-3261 section: 20.5

Hi,

Should a UA check that the INFO message is listed in the Allow header of the
remote UA before sending a SIP INFO message to the remote UA?

Also, What should the UA assume about the remote UA's capabilities of
receiving the INFO message if the Allow header is absent?
