Jay, I think you should split the question into two, Announcements in SIP and Paging in SIP.
For announcements in SIP, primarily most of the time SIP UAs take advantage of reliable 18x with SDP where the SDP contains the information about the Media Server and early media connection established between the UA and Media Server is used for playing the announcements/tones etc ( like call is being forwarded etc etc ) and then later call continues and is responded with 2xx by connecting to a terminating. Also even one can connect to a media-server using 2xx with SDP as well and then later renegotiate the media using re-INVITE etc to reconnect the call away from media-server to some SIP UA. For paging what is that you want to page an IM or some audio stream or ??. For IM you can use MESSAGE method in pager mode ( out of dialog MESSAGE->200OK ).
