I think it is possible to read it multiple ways:

4.1 "Supported: from-change" is added

- when UAC indicates to UAS that it can HANDLE receiving updated From
header different than the one used establishing the dialog.
- when UAC indicates to UAS that it may SEND an updated From header
different than the one used establishing the dialog.
- all of the above.

Inaki thinks it is the last one: all of the above.

However, as I pointed out in my first mail, section 3 implies only the
first one (it can HANDLE receiving updated From header).
