Dialog created on 180 Response will be early dialog while the dialog created on 200 OK response will be same dialog but will be in confirmed state.
In case of forking UE receives multiple responses with different to tags. So UE establishes multiple early dialogs. On receiving 200 OK , the particular dialog is confirmed and all other early dialogs are terminated.
