Hi, I think we can send 400 response to such request. RFC never mandates any such thing but it is wise to do so.
But I am not able to understand the use case for sending multipl To headers. Max Forward: If Proxy is in between then Proxy MUST insert the same with default value of 70 and in case the Request is directly reach UAS, then UAS can reject the Request, but as uage of Max-Froward is to detect the looping and block the same, henec in absence of that the call may loop if UAS has to extedn the call again to proxy, in that case Proxy can insert this header. Max forward is not of much use if the request has reached its destination. We can still process the request.
