Although it typically has a better mechanism for checking if dialog is alive 
(such as sending an UPDATE), the UAC can also benefit from the periodic 1xx 
associated with restarting timer C.  The periodic provisional response is 
discussed within rfc3262 13.3.1.1 and rfc3262 section 3.

The Expires header imposes a UAC chosen INVITE expiration time instead of 
attempting to know if the call is really still progressing.
