200ok with Expire time=0 for REGISTER just means that there is no resource created on Server and then the client is not registered. Normally this is the way that we have to delete the old registration .(REGISTER with expire =0).

In other cases, the REGISTER/SUBSCRIBE effecitvely failed, and you should proceed as such.
