Basic theme of interopability is "Be liberal while receiving, but strict while 
sending". 405 without the Allow: header *must* be accepted and also, even if 
you intend to reject, *nothing much* you can do.

        Regarding 4xx response: If 4xx response didn't contain MUST
field(ex: 405 MUST contain "Allow" Header). If no "Allow" header is present,
then do we need to discord that response or not??. As per RFC 3261, that
response MUST contain "Allow" header.
