There's no such mechanism that inheres in basic 3261 SIP per se.

A common feature of endpoints that also receive media is to time out 
calls after no RTP has been received for a certain number of seconds.

A purely SIP solution is to use session timers, but not all endpoints 
support them;  take a look at RFC 4028.
