    While de-registering, if REGISTER has Contact as '*', can the Registrar put 
'*'
in the Contact header of 200 OK response?
    Is this valid?

No.  See RFC 3261 section 10.3 item 8:  The 200 OK response must contain one 
Contact header for each registered contact for the AOR (after the REGISTER has 
been acted upon).  Since there are no registered contacts at that point, there 
are no Contact headers.

The reason for this (IMO) is that there is no need to define an exception to 
the general rule (viz., item 8).  Whereas there is a need to distinguish "a 
REGISTER which registers no contacts" (which is also a query for all the 
current contacts) and "a REGISTER which removes all contacts".
