I disagree with your interpretation. As your section 19.1.3 quote highlighted, the escaping rules for the user portion do not require the semi-colon to be escaped. See the BNF for user-unreserved. Concerning your angle brackets comment, see last paragraph of section 20. The angle bracket rule only applies when allowed and used to separate the URI from other content.
