Hi, RFC 4235 assumes that the node generating NOTIFY "Event: dialog"
is aware of existing calls. This basically means that such node must
be the final phone (which receives a direct SUBSCRIBE from other
phone) or a PBX.

Is it somewhere defined the possibility of using PUBLISH "Event:
dialog" so such PUBLISH would be routed to a subscription server
separate from the calls flow?

Are phones supposed to generate such a PUBLISH? (RFC 4235 says nothing
about it, it just speaks about SUBSCRIBE/NOTIFY).

Yes, this possibility is envisioned.  As far as I know, it is the idea behind 
PUBLISH.  But I know of no phones which implement the concept.
