The generic answer is yes for both SUBSCRIBE and re-SUBSCRIBE.  A "userinfo" 
portion of a SIP-URI is not necessarily needed to "identify the resource for 
which event notification is desired".

The following thread also discusses some confusion caused by the "Request-URI 
or To" portion of RFC 3842 section 3.5: "If the Request-URI or To header in a 
message-summary subscription corresponds to a group or collection of individual 
messaging accounts, the notifier MUST specify to which account the 
message-summary body corresponds."
