AFAIK the a= line is not mandatory at all. For example, the following case:

  m=audio 15996 RTP/AVP 0 8
  a=rtpmap:0 PCMU/8000
  a=rtpmap:8 PCMA/8000

means the same than:

  m=audio 15996 RTP/AVP 0 8

This is because 0 and 8 are standard codecs, but I think that values
above 100 are not standard so maybe they require "a=" line (so you
would be right).
