WHAT IS THE DIFFERENCES BETWEEN RECORD ROUTE AND ROUTE SET HEADERS AND WHO
IS RESPONSIBLE TO  ADD THAT HEADERS ?

One important fact is that the proxies that want to be part of the route set 
must add Record-Route headers
to all requests which might be dialog-forming.  This includes INVITE and 
SUBSCRIBE requests.  It also includes
the first NOTIFY request for each new subscription.  But the proxy may not be 
able to determine whether a NOTIFY
is dialog-forming, and thus must add Record-Route headers to all of them.

The current best practice is described in draft-ietf-sipcore-rfc3265bis section
