Although this is very weird, but does the SBC also send a 180 Ringing 
before the 183 with SDP?

If not, you can change (I now it's not compliant to standards but still 
a quick fix) the 183 to a 180 on your proxy and forward it downstream. 
Because of no reliable 100-response (you said nothing about PRACK) the 
SDP must be also sent in the 200 OK so you might even strip the payload.
